I believed that it was against government or community policy to develop “estates” of social housing but rather to build the social housing as an addition to any new owner occupied housing estates. In the past the stigma attached to “housing commission areas”, the type of clientele these areas attracted, and the associated crime levels within them would seem to be a contra indication to a development of this nature.
