    Alison, while there is no internationally agreed definition of ‘good governance’, it may span the following topics.

    Full respect of human rights, the rule of law, effective participation, multi-actor partnerships, political pluralism, transparent and accountable processes and institutions, an efficient and effective public sector, legitimacy, access to knowledge, information and education, political empowerment of people, equity, sustainability, and attitudes and values that foster responsibility, solidarity and tolerance.

    In the case of the Colac Otway Shire it’s additionally a simple concept. Ensure the communities locally elected representatives are effectively and judiciously acting on behalf of the community alongside acting in harmony with the agreed rules of conduct and impartial representation.

    Auditing the conduct and acquittal of the CEO is cornerstone to these concepts. It is arguably the single most important role of the communities elected representatives.
