  1. All this will achieve is sending shoppers out of Colac to Geelong and Warrnambool. If you aren’t going to be able to drive down Murray st because of all the crossings, the drivers are either going to go on the back roads or avoid the town altogether. That includes the tourists.
And as for reducing obesity? This is a country town – a lot of the people shopping on any given day are from the surrounding farms and smaller towns – this will inconvenience them greatly. It’s not like they are going to walk into town, is it? They are going to want to be able to get to the shops to buy their groceries. You’ll make the centre of Colac effectively a pedestrian precinct as the Murray St will be a road-blocked mess.
40km zone for the entire town? All that’s going to provide is a bonanza in fines as people driving through are caught out, not expecting to encounter the only town in the entire state that is so afraid of cars that it doesn’t trust the drivers to be able to drive without hitting someone. They’ll quickly learn they can bypass Colac altogether, and just turn off at Larpent Rd, head out towards Beeac and get on the Hamilton Highway just past Cressy. Then off to Geelong or Ballarat without going anywhere near here. Imagine how much that is in lost sales. People out to the west of Colac may decide to go to Camperdown for their groceries, as they aren’t treated as dangerous drivers there.
There are enough complaints about it taking too long to drive through as it is, without reducing the entire town to the equivalent of a school zone. Pedestrians aren’t that stupid. We know how to cross roads.

Or is this just a way to force that bypass through? I see a “The truckers are demanding an alternate route as Murray St is too congested” headline in the future….

If it ain’t broke, don’t fix it. There are things this town NEEDS without making up problems to justify your position.
